Re: SECOND CALL 2016 ELECTION for EXCO POSITION TREASURER
Dear ISOCARP Member,
This is a Second Call for the ExCo Treasurer position for the period Annual General Meeting 2016 – Annual General Meeting Assembly 2016. As announced earlier in the First Call in April this year, Guy Vloebergh, Vice President Treasurer 2013-2016 will be stepping down in September.
Invitation: All National Delegations and individual members are invited to nominate candidates for this post. Members can also nominate themselves (see Nomination Form).
Eligibility: Only individual members are eligible to stand for election.
Officially accredited representatives of ISOCARP Institutional Members have been officially listed as individual members since 2007 and are consequently eligible to be nominated for Executive Committee Posts. It is hereby emphasised that since this status is exclusive to the ‘accredited Institutional Member representation’, its candidate should be aware that in case her/his Institution should decide to appoint another representative during the elected term, the EXCO post can no longer be held unless the candidate converts her/his membership into a personal individual membership.
Voting Rights: ISOCARP Council Members
According to the Statutes, only ISOCARP Council Members have voting rights. The Council is made up of the members of National Delegations and the members of the Executive Committee. Each National Delegation is composed of max. five ordinary members, elected by and among members in the country concerned.
Term: September 2016 – 2019 (Annual General Meeting)
Inauguration: 16 September 2016 at the Annual General Meeting in Durban.
Nomination:
All members are entitled to nominate a candidate.
Members should send the duly completed Nomination Form to the ISOCARP Head Office.
At the same time they should inform their candidate on the nomination and send the nomination form also to him/her.
The Candidate should send the following documents to the ISOCARP Head Office:
• Nomination Form (either by member or self-nomination)
• CV (max 1000 words)
• Statement of commitment to the Society with a clear view on a perspective for the future of ISOCARP in the particular chosen capacity in accordance with the post description. This should contribute to the economic sustainability of the Society and its effective functioning and give input to its international image.
• Letter of Intent
-confirming acceptance of the nomination (or self-nomination)
-agreeing to comply with all the tasks that are involved in the desired post and in accordance with the post description.
The letter should be duly signed and addressed to the President.
Candidates willing to accept the nomination need to accept the following:
• EXCO members have to commit themselves to specific tasks or to a project/activity for which the candidate has taken a commitment.
• The position requires a considerable voluntary personal time and input. The EXCO meets at least 3 times a year (usually, one meeting takes place at the annual Congress venue). EXCO members should at least attend 2 of those meetings. Additional to these meetings, EXCO members should attend other ISOCARP events to give visibility to our members.
• As an ISOCARP policy, EXCO positions are not paid positions. There is an annual allowance of Euro 1000/year. All other costs have to be borne by the EXCO members themselves, unless otherwise defined by agreements with third parties and attached to specific projects, or by EXCO decisions regarding specific assignments on a case-by-case basis.
• EXCO members are committed to obey the code of ethics which excludes seeking any personal benefit of their post during the term, like establishing business relationship or benefiting from the said business relations with bodies and organizations she or he is communicating and working with on behalf of and for the benefit of ISOCARP.
• EXCO positions are voluntary positions; all tasks are initiated, executed and delivered on a non-paid basis.
PROCEDURE AND IMPORTANT DATES
1st stage: NOMINATIONS
The Statutes stipulate that the duly completed nomination (all required documents) should be with the President -through the ISOCARP Secretariat in The Hague.
• The deadline is set at 31 July 2016 at the latest. Nominations received after that date will not be considered any more.
• ISOCARP Head Office: mailing ballot forms to ISOCARP Council Members, 8 August 2016 at the latest.
2nd stage: ELECTION DATES
• Official Elections by the ISOCARP Council: 8 August – 10 September 2016
• Opening Ballot-forms (Scrutinisers’ Committee): between 10-12 September 2016
The Scrutinisers’ Committee consists of three members appointed by the President.
3rd stage: RESULTS OF ELECTIONS
President Ric Stephens will personally inform each candidate of the results of the elections on 12 September 2016. The public announcement will take place at the ISOCARP business meetings: Bureau and Annual General Meeting in Durban. The formal inauguration will take place at the Annual General Meeting.
Publication of results: ISOCARP website after the Congress 2016.
