Aim and Selection
The ISOCARP Award for Excellence (AfE) rewards plans in design phase as well as projects in progress or already implemented and is open to a wide range of professionals and institutions operating in the domain of urban and regional planning. Participants are invited to submit different tools used in planners’ daily practice: normative plans, strategic plans, urban projects, programmes, policies, research works, software, smart tools facilitating planners, etc. This prestigious award is bestowed in two categories: Grand Award and Merit Award.

The evaluation process was demanding due to a quality of entries and the diversity in terms of challenges and issues faced, themes and visions, environmental issues, and finally scale (from regional, metropolitan, to urban level). The jury composed of four experienced professional planners – Abdelwehab Alwehab (Iraq), Li Fan (Germany), Hope Magidimisha (South Africa), Michael Stott (Australia), and Tijana Tufek-Memisevic (United States), as the jury president – bestowed two awards in the category Grand Award, as well as five awards in the category Merit Award.
2022 Grand Award for Excellence Winners:
Baku General Master Plan 2040, by AS+P, Germany
The Baku General Master Plan 2040 provides a strategic long-term approach to city resilience and climate responsiveness by centring its priorities around sustainable development, environmental regeneration, the built heritage, and urban economy. The metropolitan polycentric scheme which is based on transit-oriented development, addresses the urban growth and economic potential of Azerbaijan’s capital city by integrating complementary urban clusters and responding to self-sufficiency needs of regional gravitating centres.
Our Future with Nature: A Smart-Green-Resilient Approach for NTN, the New Frontier of Hong Kong, by ARUP, Hong Kong
The New Territories North project in Hong Kong takes a strategic, outcome-focused “Smart Green Resilient” approach to large-scale spatial planning. Based on multi-criteria analysis and scenario-testing while enabling early interdisciplinary collaboration, the approach serves as an exemplary model for leveraging smart planning methodologies. With its developed set of integrative and evidence-based methods, the NTN project contributes to future development strategies and project standards in the region.
2022 Merit Award for Excellence Winners:
The Action Plan of the 15-minute Community Life Circle in Xinhua Street Sub-district, by Shanghai Yingyi Urban Planning Design Co.Ltd., China
The Xinhua Street 15-minute Community Life Circle is a people-centred and implementation-oriented action plan that established a collaborative decision-making process amongst a variety of stakeholders. The project leveraged intelligent technology application and allowed for residents’ participation, including the construction phase. The plan established a set of cooperative paths that serve as a main action paradigm for a 15-minute community life circle in Shanghai.
Batulicin 2045: Bioconnectivity, by Nusantara Urban Advisory, Indonesia
Responding to the threats of rapid urbanisation and climate change, the project addresses a critical aspect of sustainability in Borneo Island – the preservation of wetlands and prevention of biodiversity loss. Batulicin Bioconnecticity projects’ strategies demonstrate a creative and adaptive approach to urban resilience while fostering quality human-nature coexistence, preserving the local culture, and generating an environmentally friendly economy
Viewing the City from the ‘One Meter Perspective’ – The Planning Practice of Building a Child-Friendly City in Wuhan, by Wuhan Land Use and Urban Spatial Planning Research Center, China
“Viewing the City from the ‘One Meter Perspective” projects demonstrate a noteworthy transformation of Wuhan’s public realm into a child-friendly city aiming to encourages children participation in urban planning and provide a sound environment for their development. The outcomes have been incorporated into several government documents.

Based on strategy planning and design guides covering community, mobility, school and hospital services, the Suzhou project demonstrates a successful implementation of child friendly city planning supported by the local government.
East Coast Rail Link (ECRL) Integrated Land Use Master Plan – ILUMinatE, by Planners M Consult SB / Minconsult SB, Malaysia
The ILUMinatE is an integrated land use master plan designed for Malaysia’s soon to be largest high-speed train network corridor. Spanning from east to west coast and over 4 States, the plan is focused on land use and infrastructure planning as driving force for a sustainable development and regional economic growth.
We are thankful to all the entrants who clearly demonstrated how diverse, meaningful, challenging, and interesting the planning profession is, and how much our work can contribute to building a better world. Therefore, we invite and hope for many more entries in the coming years. It is not about scale, but about quality and eye-opening projects that can serve as outstanding examples of contemporary planning practice.
