ISOCARP Awards for Excellence in Planning is getting event after event “the place” and the context where to express the best urban/regional plans and policies implemented all around the world. The last 2013 happening hosted a tough competition among plans and projects facing different topics and coming from different planning cultures. It was not an easy task for the ISOCARP jury to go through the many excellent delivered proposals, but finally a list of projects was selected and awarded on the occasion of this year’s ISOCARP Congress in Brisbane.

Finally, a special mention was provided for the project Abu Dhabi Urban Street Design Manual, a project delivered by Abu Dhabi Urban Planning Council. Entry UPC

First Place

The first place went to Mr. Stanley Yip for a joint submission proposal by Arup and Shanghai EXPO UBPA Business Development Co., Ltd: the Post Shanghai Expo – Urban Best Practices Area (UBPA); Low Carbon Ecological Plan and Implementation Guidelines.

The Post Shanghai Expo Project is characterised by the following excellent qualities:

Too often post-Expo sites are left as reminders of abandoned ambitions. This project refuses to let the low carbon strategy approach; instead, it actually updates/enhances its sustainability credentials. The Project is very innovative and uses the latest technology, caring all aspects of public participation, making it a perfect tailor made solution for the area. The just use of existing buildings with minor retrofitting, use of renewable energies, provision of urban woodlands and perfect combination of different activities have given it an identity of its own. Lastly, it is a practice with high level of transferability.

The project demonstrates, at a neighborhood scale, an evolving model of planning practice: transforming the city by means of an urban redevelopment plan that is implemented based on a low carbon and ecological planning framework. The Project has very recently been accredited by the United State Green Building Council (USGBC) for the Leadership in Energy & Environmental Design Neighborhood Development (LEED – ND) Programme at ‘Platinum’ level. Out of the currently accredited 100 LEED ND projects globally, this is the first Platinum accreditation outside of North America.  The integrated sustainable and low carbon development strategies of the Project are recognized by the USGBC as leading example in sustainable neighborhood development internationally (Figure 15). Second place

The second place was conferred to Dalian Changxing Dao Master Plan, project delivered by Changxing Dao Planning Bureau, c/o John Tang & Associates – China.

Characteristics of excellence are here resumed:

The Dalian Changxing Dao Master Plan is a perfect combination of Urban Planning and well worked out Urban Design. The Plan has demonstrated that how high density development can be done along with the conservation and enhancement of the coastal edge. The development intends to balance all the aspects of efficiency, connectivity, place making, ecology, sustainability etc. In fact in the Plan, the nature flows in to the built-up areas to make it lively for an utmost pleasant living. Finally, this plan demonstrates the courage of a local administration to review existing plans and to be open to new ideas of sustainability that may question some current practices.

The Changxing Dao Master Plan provided the ideal framework to create a sustainable urban environment that is human-scaled, livable, market viable, and implementable. Introducing water as central element in the city’s lay out promotes a holistic approach to development, which seeks to balance ecology, connectivity, and place making in ways, which will create mutually beneficial outcomes.

Third place

The third place was consigned to the project Lisbon Atlantic Capital of Europe, a project delivered by Lisbon City Hall.

Points of excellence are:

The objectives of the Plan are very ambitious and socially appreciable i.e. to attract more people, more business, more jobs, sustainability, mobility, environmental efficiency and returning to the local people their lost right to enjoy the river front etc.. The Plan and the situation cope with each other very well and in an appreciable manner. The Master Plan of Lisbon has focused on reuse, rehabilitation and regeneration of areas and raising the quality of life of people with citizens’ participation. This plan offers an effective blueprint for policy adjustments to promote redevelopment in Europe’s low-growth cities. While not “cutting edge” the humane quality of this submission and its policy approach is evident and is a lesson to be taken into account.

Lisbon Master Plan establishes a new territorial model, based on clear defined urban policies. The most relevant technical aspects are: consider the entire territory as urban space, classify the entire built area as historic district, promote the compression of the consolidated areas as well as increase green areas and gardens, promote “execution units” as more flexible mechanism of plan implementation and create a credit system for construction transfer.

Special mention

Finally, a special mention was given to the project Abu Dhabi Urban Street Design Manual, a project delivered by the Abu Dhabi Urban Planning Council.

Reasons for this special mention:

The Project has properly demonstrated the inclusion of pedestrian walkways in the built-up areas  resulting in the enhancement of the quality of life of people, reduction in accidents, promotion of health consciousness among the people, conservation of energy etc. Although, the contents are being used everywhere and are neither new nor innovative but their inclusion and implementation shows the commitment of the Agencies involved, meeting of expectations of the local people and other stakeholders leading to eco-friendliness, sustainability and conservation of energy etc. This project is a fundamental step in making Abu Dhabi a more liveable and healthy place.

Jury

The Jury for the Awards for Excellence 2013 consisted of the following members:

Madina Junussova (Kazakhstan), Bijendra K. Jain (India), Mairura Omwenga (Kenya) and Guy Perry (Poland).

The members judged the entries focussing on following topics:
  1. thematic emphasis of the initiative;
  2. key stakeholders (communities, civil society organisations, local authorities, special interest groups, etc.) involvement in the initiative;
  3. extent of innovation demonstrated by the project;
  4. sustainability (economic, environmental, cultural, social…);
  5. and way the proposal was illustrated.
The coordinator and selector of the Jury was Dr. Shipra Narang Suri (ISOCARP VP for Technical Assistance) in the initial phase of the competition, incoming VP for Communication and Awards (Dr. Ing. Pietro Elisei) took over this role before the congress.

The ISOCARP Awards for Excellence provide an international platform for presenting planning results and proposals in/for towns and regions. Cities and planners that strategically face contemporary global challenges definitively frequent this yearly competition.
