Hurricane Wilma struck the Yucatan Peninsula on October 2005 killing eight people and causing damages for as much as six billion dollars in total — the costliest in Mexican history. The Governor of Quintana Roo, Felix Gonzalez Canto, said in an interview: “Never in the history of Quintana Roo have we seen a storm like this.”
The City of Cancun was particularly impacted, and the Mexican government created a local planning agency to guide redevelopment and direction for the Municipality of Benito Juárez. IMPLAN, the Institute for Urban Development Planning [Instituto de Planeación de Desarollo Urbano] is a multi-disciplinary group including planners, architects, biologists and related professionals. Under the direction of Eduardo Ortiz Jasso, IMPLAN will help guide development that is responsive to natural disaster and implements a strong vision for the region’s future.
