Candidates Statements for Secretary General,

Treasurer and three ordinary Board Members

 

Dear ISOCARP member,

The call for nominations closed on August 10. We are happy to share with you that 22 members have been nominated for the three vacancies on the Board, and there have been one nomination for the office of Treasurer and three nominations for the office of Secretary General. Below is the list of all nominated candidates.

Secretary General:

Alejandro Camprubi

I have grown an affection for ISOCARP over the past 7 years, rooted in the extraordinary work of urban planning professionals whom I have had the honour to grow close to. I want to continue to that work and need your vote to do so. My motivation to be your Secretary General is simple:  

1.  I believe that our members are the centre of our society. Members should come first and have equal opportunities. Our congresses should reflect this and always strive to deliver excellence as our society deserves.

2.  I believe that the SG should facilitate the active contribution of members to our society and to our shared vision, and to support as many initiatives as our resources allow, with a clear and open selection process.

3.  I believe that our society needs more transparency in every respect. Members should have more information and say about how the society is administrated, including the accounts and future projects.

4.  What we need is true integration and promotion of members in different regions, able to connect with each other to establish a genuine global network of urban planners to share our knowledge towards creating better cities and regions.

5.  Our society requires a clear and simple plan inspired by the members together with an agreed road map to implement it. I support the construction of an ecosystem to harmonise and coordinate our society with our institute and to produce tangible results within a year. 

 Our professional future is facing many personal and professional challenges. Our society has always been the place to discuss, recognise ideas and work of its members, empower them and place them on a global stage with a voice. 

I am running for SG to help achieve this together with you. 

 

Frank D’hondt

It is a rough road that leads to the heights of greatness. 

Seneca 

For over 30 years, I advocate better places through inclusive planning, mainly active in the Global South as an independent free-lance planner. The last three years, I have entirely dedicated my time to ISOCARP as its Secretary General.  

Soon after my election in 2019, I succeeded to encourage the Brussels Capital Region to host our World Planning Congress, and I’m delighted to see this finally ‘coming home’ this year.  

Committed to weather the pandemic storm, I have enabled ISOCARP to re-invent itself as a lively virtual global community of professional planners, united in the aim to plan for a better world with more nature-based, inclusive, and overall healthier urban and rural communities. I have co-enabled progress towards ISOCARP 3.0, mainly by co-organizing our first and overall successful virtual world planning congress in 2020; by initiating successful Cyber Agora’s on innovative topics; organizing ISOCARP World Cafe’s as virtual member-only meetings; enabling on-line ISOCARP Community of Practices and engaging in a zillion ‘planning webinars’ by members and partners all over the world, 24/7.  

Following a new Partner Policy, I fostered new partnerships including a renewed 10-year-long MoU with UN-Habitat, resulting in ISOCARP’s active engagement in World Urban Forum 10/11. Under my tenure and impulse, we gained the status of full member of the Global Planners Network, representing more than 100.000 planners worldwide. This way, we can build strong coalitions to advance our own New Planning Agenda.     

I take pride of welcoming more new members than ever before, but also humbled by the fact that this does not generate sufficient revenues to sustain a professional secretariat, needed to deliver our high-quality flagship activities and services. The experience of the first mandate will help to tap into other sources of revenue to sustain and grow.  

I recommit to further help our aging organisation to stay young, meaningful, and part of the change we need for more inclusive sustainable planning and development.  I have already drafted/co-drafted many Policy Regulations for reform on multiple fronts, but more are needed. My vow is to put the multi-annual workplan acknowledged by AGM2021 into practice over the next three years, provided that the new SG and Board are fully mandated to reform critical aspects of governance and management.   

In short: as Secretary General for the next three years, I need your vote and support to: 

  1. Further reform our internal governance and operational management– by implementing and amending ISOCARP’s Strategic Plan 2023; 
  1. Improve membership management by making better use of our software (Salesforce); 
  1. Secure the hosting and organisation of the 59th World Planning Congress as critical source of revenue. 
  1. Implement the existing MoU’s and foster new partnerships and potential (core-funding) donors. 
  1. Further engage with like-minded partners to advance our own ‘New Planning Agenda’ to complement and implement the ‘New Urban Agenda’/Urban SDG(s) before 2030. 

 

Rajendra Kumar

I am a practicing architect, urbanist and academician based in New Delhi, India. I am Ex. Director of School of Architecture, Noida International University, Greater Noida. Most recently I was awarded “Most Admired Education Influencers in India, 2022”. In the past I received accolades of ”Global Educational Influencer 2020″ and “Indian Young Achievers Award” in 2009. I am graduated from Chandigarh College of Architecture, India and Post-graduation from Politecnico Di Milano, Italy.   

As a member of the International Society of City and Regional Planners, I have contributed to YPPs, and congress team members. I am having an environmental and urban sensitivity approach. Actively involved in academia and research. Currently involved in various initiatives on urbanism including Climate Changes, Smart city. I would like to help ISOCARP’s expansion more on a global level. In the near future, I would like to help society to host the ISOCARP congress in India. 

Advisory member of various think tanks of national and international importance, invited members for various projects with global leaders including Prime Ministers, Governors Ambassadors, Mayors, Policy makers, United Nation, WHO, UN Habitat etc. 100+ publications and invited lectures, visits in national and international conferences in India, Spain, Hong Kong, South Africa, Slovenia, Italy, Thailand, Malaysia, Russia, Korea, USA, Taiwan, Poland, Iran, UAE, UK etc including Columbia University, New York, GSD Harvard University, USA. 

 As a Secretary General of ISCOARP, I would like to extend my support and advocating for for equal changes to all members and representations from all continent and global representative. More institutional and governmental collaborations will be my priorities.   

 

Treasurer:

Darinka Golubovic Matic

Since 20 years I am a member of ISOCARP, the society where I learnt a lot about planning, exchanged a lot of knowledge and made friendships with colleagues from all round the world. During these years, due to family reasons, I have not been able to contribute to the society as much as I would have liked to. However now that I have found more time, I would like to work and help as much as I can. Therefore I am applying to become a proactive ISOCARP treasurer, to create transparency, foster solidarity, work for the good of the society, facilitate knowledge creation and sharing and promote planning professionals and planning worldwide. We need to consider the UN Strategy based on loyalty, solidarity and an evidence based society to find ways to increase our budget and develop a sustainable society. 

I am an Associate Professor at Union Nikola Tesla University in Belgrade (Serbia).  

I obtained my undergraduate degree in Civil Engineering (1991) from the University of Belgrade (Serbia). I received my MSc in Resourcing Engineering (2000) from the University of Karlsruhe (Germany) and my PhD in the field of Architecture and Urbanisation [Urbanism?] from the Union Nikola Tesla University (Serbia).   

I have experience in the field of civil engineering, urban and regional planning and environmental assessments in different European countries. I have been a project manager and team member of different technical and advisory development projects. I am the author and coauthor of more than 10 papers in in international journals and have made more than 20 conference contributions.  

Board Member:

Abdulla Al-Baker

My passion for urban and regional planning goes back as far as my education and the beginning of my career as I worked through all levels of planning (urban, regional, and master planning). In my tenure, I progressed from the head of the regional planning unit, head of development section, head of urban planning section, director of urban planning, and director of urban planning implementation. 

Winning the election and joining the ISOCARP board would be a great opportunity where it is mainly based on my hope and goal to work with like-minded planners, where, with their help and expertise, we can increase good practice and reduce chances of improper implementation in planning. Joined experience can help professional in all over the world to create highly-developed cities with green environment, friendly walking cities, and with a smooth public transportation can improve the lifestyle of the people living in such city.

If I get elected, it would be an honor to promote ISOCARP all over the world and take a big step towards better planning and green environmental cities. 

 

Ali Alraouf

Due to lessons learned from the pandemic, we were invited to collectively articulate a paradigm shift in all aspects of life including organizations like ISOCARP. We must be more resilient but more significantly inclusive and geared towards the globality of ISOCARP. Such a critical path should be the road map for ISOCARP’s future. As a member of the society, I helped in a noticed increase in membership from the MENA region and beyond. I initiated several activities including a training policy, the Cyber Agora participation, advising the Doha 2021 Local Committee and participating in the organizing committee of the coming congress in Brussels. I have directed a young planners’ workshop in Ningbo, a member of UPAT for Wuhan city, delivered training in Jakarta and prepared the successful bid for Doha to host the 2021 congress. I am so proud of my colleagues being able to navigate the society in the last three years where COVID affects our activities. I want to support the new vision of ISOCARP to be more global and engaging planners from all over the globe. Member facilities, belonging and continued engagement are my priorities. ISOCARP should be more attractive to its members by going beyond an annual congress and move towards an all-year plan of events, activities, and multiple opportunities for members to be engaged in knowledge sharing, research, consultancy, and personal development. We need to establish continuous dialogue between our members from different territories, cultures, and generations. Additionally, I will support having regional chapters where local voices can be heard and contribute to the new global identity of the society. I want to make ISOCARP speak to all planners in the world and have a rich agenda where city planners, academics, and students will find an inclusive platform to nurture their creativity and knowledge.  

Choosing me as a board member from the Global south, means choosing a person who always seeks the globality and inclusivity of ISOCARP and being dedicated to the needs and aspirations of members around the globe. 

 

Sabina Dimitriu

As a member of ISOCARP since 2014 and a passionate Urban and Regional Planner for a decade, I am working as a researcher and consultant, manager and coordinator of R&I and cooperation projects, grant write, trainer and academic. A PhD in Integrated spatial development planning in the governance context of Metropolitan Areas, the core of my professional experience has been working with authorities, communities and businesses to develop strategies for SUD, test pilot projects and new policies for innovative technologies, nature-based solutions, heritage-led transformations, decarbonization and innovation in governance.  

My personal drive is to promote the planning profession and its practitioners in their de facto role as lynchpin of sustainable urban development. At the intersection of the Covid-19 pandemic and the climate crisis, there is a more stringent need than ever to bring planning closer to the cities and their citizens. As the current President of the Romanian Professional Planners Association (APUR), I have been dedicated to promoting planning practice and the excellence of young researchers (“Mihai Alexandru” award), to advancing positions on important professional matters and legislation and to developing the first Statute of the profession. With your help, as an ISOCARP Board Member, I would be happy to dedicate my energy and time to achieving the same – and more – on a global scale.  

Throughout increasing fragmentation and division, I believe that it is the role of ISOCARP to be a global platform for professional voices, empowering members, establishing intercultural exchange and better connecting with regional and national planning needs of the member countries. I am committed to supporting an organisational rescaling, making ISOCARP more accessible through IREs, more visible through workshops and webinars, more inclusive, intergenerational and involved through dedicated programmes (YPP) and projects (Institute) and more connected, both internally and externally.  

Li Fan

With my first YPP workshop in 2006, my experience with ISOCARP has enriched my personal and professional life in the past years. It is with ISOCARP that I enjoy the internal-cultural and international exchange with friends, colleagues and members from all over the world. With the positive energy I gained from ISOCARP, I would like to contribute my efforts and time to the society to make it more beautiful for you, for me and for all.  

Once selected as a board member, I would like to work for increasing the intergenerational and intercultural dialogue, bringing more professional expertise (what I learned from managing the other NGO) to the management of the society, promoting members’ initiative such as regional events, and making ISOCARP more open, more attractive to its members.  

About myself, I have worked both in China and in Germany, both in academic field as a researcher and in practice as an urban planner. These experiences help me to understand mentalities with different backgrounds and cultures. In this regard, I would like to facilitate to build bridges between our members and to achieve added-value for them .  

Serin Geambazu

I have been an active member since my 1st Congress (for 7 years now) and involved in many volunteer activities (YPP- 2 ed., Congress team- 2 ed., Women in planning, Spotlight, Awards Jury), motivated by my passion for our profession and inspired by those who built or maintained the innovative mindset of our society, dear mentors, friends, collaborators in international projects or publications. 

I believe that ISOCARP can excel in being a vector of innovation, setting a standard for sustainable urban development globally, and being the „go-to” address for public authorities, communities, and other local actors in issues relating to urban policies. I am committed to gratefully investing my time and energy and giving back for this scope. 

I.                 Resilience through regional clusters - The ability to bring together actors from public, private, and academic backgrounds is a unique, vital feature. This trio has to be also implemented in a series of regional clusters (alternative model of management to the centralized one) and efforts channeled towards increasing the dialog and creating proper collaboration contexts (projects) between them, but also with other international members; 

II.               The new urban and city planner – state of the art of the profession and the Isocarp member- We are experiencing a paradigm shift in our role as planners, crucial for the contemporary urban challenges (climate, urbanization, crises, etc.) from building, designing to managing cities. We must continue the existing initiatives, but also create new programs to define our role, increase intergenerational and intercultural collaborations between our members; 

In conclusion, about myself: I am a solution-oriented creative who values work, dedication, and competence and has also an entrepreneurial background. I have 8 years of teaching experience and 10 years of practice in the public (municipality, ministry) and private sector, local and international level (Berlin, Istanbul, EU funded projects) planning, design, and consultancy.  

 

Khairulnisa Haron

In the past years ISOCARP has been an instrumental platform for myself to venture amongst professionals beyond my own home country. I’m a town planner based in Malaysia with both government and private service experience and an active member with the Malaysian Institute of Planners (MIP) and Young Southeast Asian Leaders Initiative (YSEALI). My voluntary involvement with different societies  under various capacities over the years proves  I’ll be able to contribute even remotely if not in person.  

 I aim to ensure the Society leverages its diversed resource of professionals in strengthening the network and forge more collaborative efforts especially with  the Southeast Asians for a start; expanding the Society’s membership and network.  

In addition to encourage, guide and build the young professionals towards the betterment of the Society and as its future successors. As planners planning for the future generation is pertinent to safeguard not only the profession and the interests of the Society’s members but also the continuation of the Society in the years to follow.  

 

Mostafa Kheireddine

As Urban Planner, I have a wealth of professional experience in the analysis and design of urban strategies to make our cities as places to live sustainable, inclusive and resilient. I have a Diploma engineer degree in knowledge management (School of Information Sciences, Rabat), MSc in Urban planning (Université de Montréal), DESS in Geographic Information System (UQAM-Montréal), and a PhD in Economic science (Université Mohamed V, Rabat). My interest cover urban planning, governance, metropolises, actors’ strategies and smart cities. 

I worked more than 20 years with ministry of town planning and urban planning agency of Rabat. My current position is researcher and professor (INAU-CERAU, Morocco). I am the founder of a network of urban planning agencies (majal), and contributor of many smartcities network.  

I have been actively involved in international and national research networks as expert (UCGLU, MAJAL, METROPOLIS…). I have contributed to conferences and as a columnist. 

My motivations as member of the board of ISOCARP draw their foundations from a long experience as animator of a network Majal of more than 2000 agents: thematic seminars and national meetings, pooling of training actions and sharing of good urban practices. 

I am excited to leverage my experience to support ISOCARP shared objective to improve the lives of people and living environments. By submitting my nomination as a Board Member, I will not fail to take up new challenges and put this experience to good use in the ISOCARP community and actively contribute to projects initiated by the ISOCARP network: 

  • Scientific and organizational contribution to various events (ISOCARP World Planning Congress, Young Planning Professionals’ Programme, Urban Planning Advisory Team, etc.);
  • Serving the Institute as a center of urban excellence to produce and disseminate knowledge on best urban practices.
  • Proposal for Tribunes as a Columnist on issues of the city and urban development;
  • Scientific contribution to the various dissemination media (Newsletters, blog, etc.) or vulgarization of ISOCARP activities.

Sofia Morgado

I am an architect and an academic at the School of Architecture of the University of Lisbon, with experience in research, education-related networking (e.g. AESOP, formerly IPHS, IFHP, ISUF, EURA), policy-making and involvement in civic activities (e.g. EU, UN, among others), including the chance to lecture and speak in several countries. 

 After joining ISOCARP in 2012, I have had the privilege to meet many of you and participate in various activities. These activities include contributing to one YPP workshop, one UPAT, chair of the Scientific Committee, member of two Congress teams, several publications, and participation in several of our Congresses since 2008.  

 Now, the time has come to reward ISOCARP with a more substantial commitment by running for Board membership. I am offering my contribution, notably, to knowledge and innovation activities that: 

  • Promote better education and outstanding practice and research, bringing together academia, urban-related authorities, and research centres. 
  • Strengthen networks with other institutions and associations related to practice, research and education. 
  • Identify and encourage actions which boost the quality of life in all places and communities. 

The present time summons us to be gatekeepers of more peaceful, sustainable and fairer cities and territories! 

 

Roman Pomazan

Roman Pomazan, an architect, urban planner, and spatial designer with over 18 years of experience in architecture, design, urban planning, and community development. As the co-author of the strategy for the urban transformation of Turkistan City in 2019, he was honored by the ISOCARP Grand Award for Excellence. He leads Urban Sustain Architects that occupies with research and urban planning projects, programs for heritage conservation, development of culture and creative industries, and a startup Casadelavida.tech that focuses on the development of eco-communities, applied architecture, community cohesion, bioclimatic design, and environment-conscious construction/renovation.  

Within his professional activities as a coordinator of the research-and-design team, he contributed to masterplanning and urban transformation projects of metropolitan, regional, urban and rural scale in Ukraine and Kazakhstan, in particular Shymkent City (400 Mln of investment), Uralsk Aqjayq district, the program of community cohesion for cultural decentralization of Ukraine.  

Recent crises pose issues of a global shift in areas of regional security, food supply and clean energy transition, and achievement of goals of sustainable development that undoubtedly affect the regional/urban planning sphere. To address these challenges Roman devotes his research activities to topics of digital transformation, transition to renewable energy, zero-energy urban renovation, regeneration of natural ecosystems, sensitive and effective participation tools.  

His personal contribution Roman devotes to the strengthening of international cooperation between planners for reconstruction and transformation of cities, development, and application of participatory planning tools. 

Roman holds an M.A. from Kharkiv National University of Construction and Architecture in Ukraine, completed the program of Innovation in Governance for Urban Nature-based Solutions at Lund University. He is a member of the Association of spatial planners – the Council of urbanists of Ukraine, and the International Metropolitan Fellowship. 

 

Rolf Schuett

My name is Rolf Schuett (German Spelling Schütt). I was born to a German/Bolivian family in the city of Santa Cruz, Bolivia, where I also grew up. Since 1994 I live in Europe, where I finished school, undergraduate and postgraduate studies, before producing as architect, planner and heritage specialist. I have worked in Bolivia, Scotland, Poland and Germany. Our profession is my passion, in particular when it comes to developing horizontal and inclusive strategies that make an impact, which I trust shall be as wide and transversal as possible. I strongly believe in our role as connectors and mediators in our global and complex societies.  

In 2008 I joined ISOCARP as YPP, and have since then enjoyed participating in several YPP workshops, UPATs, publications, regional meetings and most conferences.  

There are several reasons that motivate me to candidate for a position in our board. First, I would like to return to ISOCARP a bit of what it provides to all of us. Second, I feel committed to share my ideas and experience with our society and the communities we are devoted to, in order to continue growing together. Third, I wish to contribute to strengthening the constructive dialogue between members, board and ExCom. Fourth, I hope to support the constructive transformation of our society without individual, political or ideological motivations, but with our capacity to collectively mediate and contribute to what we can do best: make better cities and regions. 

Huda Shaka

I am a chartered urban planner and a chartered environmentalist who is passionate about planning cities to be people and planet focused. I have served on multiple boards for NGOs and professional bodies, including the Emirates Green Building Council and The Nature of Cities, as a way of giving back to the industry and catalysing change towards both sustainable development and meaningful representation and inclusion. I joined ISOCARP in 2020 to connect and engage with planning professionals globally. Soon after, at the height of the pandemic, I had the honour of joining and contributing to the Community of Practice on Urban Health. I have also been active in several of the Women in Planning events, online and at the World Planning Congress in Doha last year. Most recently, I was a speaker in an ISOCARP seminar on planning for climate change, helping to shed light on what cities in the Middle East and globally can do to adapt to the climate crisis unfolding. I am passionate about inclusion and empowerment and conscious of the barriers for minorities globally. My motivation for becoming an ISOCARP Board Member is strongly related to this angle. I am eager to play a role in opening professional development and paid work opportunities to the wider membership from around the world. I believe ISOCARP is uniquely placed to harness the expertise and influence of global planning practitioners to shape the industry and provide new solutions to global and local planning challenges including the climate crisis. This will require ISOCARP to offer attractive opportunities to its members and to operate more efficiently and transparently. Formalising and broadening the Community of Practise model and providing members with greater influence to develop and lead local and regional projects are some of the initiatives I am keen to explore.

Rudiger Smook

Prof.dr. Roger Smook (75) is architect and urban designer and retired professor in planning, architectuur and civil engineering in Delft University of Technology. Isocarp member over more than 40 years and having served the society in many roles.  
I like to to use my long career in and experience with Isocarp to outline the future for our society together with younger collegues.  
A planner is never to old to share knowledge and to push the profession forward, I learned from my teacher Sam van Emden.  
An extra advantage is I work from the Netherlands close by our secretariat. 

Ale Badara Sy

Africa’s urbanisation is now emerging as one of the most pressing challenges of our times (the 21st century). In this context, I strongly believe that ISOCARP should be present on the continent.   

Africa is the region which urbanized the latest,  and has remained the least urbanized region until it became the fastest and most spectacular. The African vision of global urbanization within ISOCARP is the motivation of my candidacy for the Board of our prestigious association. 

Based in Dakar as an international planning expert, I believe that I’m in the right place to join the Board. After graduating in Housing & Urban Planning Policies, I developed a broad experience in the management of large infrastructure projects, urban development strategies supported by international donors.  

 My professional experience is marked by collaborations with Government executive agencies, multinational firms & several international organizations including UN Habitat, Rockefeller Foundation the World Bank, IFC, AfBD, Cities Alliance & the Global Green Growth Institute as Senior Officer and Green City specialist.  

I have chaired for 10 years one of the most dynamic & active urban planners association in Africa, the “Club de Réflexion sur l’Urbain”.  

 In the context of Africa’s urbanisation, Dakar is well positioned as a laboratory of urban innovation where pilot projects can be experimented in a place shaped by political stability, sustainable economic perspectives and a good global accessibility. 

 In terms of actions, I propose the following activities: 

 1. Organize an international congress in Dakar with ISOCARP 

 2. Develop synergies with other institutions present in Africa to implement projects. 

 3. Implement training programs with the Isocarp Institute 

  1. Involve and integrate African urban planners in the ISOCARP network and opportunities

 I looking forward to work together with you all and thank you for your support! 

Junyan Yang

As the only candidate of East Asia, I am strongly committed to support ISOCARP and its members with activities, events, projects in the region. In the continuation of my recent contributions to the Society, such as the International Digital Urban Design Week in 2019 in Nanjing, the Urban Planning Charrette of Weifang in 2021 and a special session on digital urban design at our Congress in 2019. Since I’m serving as a member of the ISOCARP Scientific Committee (2020-2023) and participated in 3 congresses, I also have a very good understanding of the way our Society works and evolves, and it motivates me to support further ISOCARP in Asia with academic activities, training programs and projects addressed to our members from all countries.  

Based on my affiliations and position, I will be able to develop synergies and opportunities for international planners around the world. If I’m elected board member, I will propose 4 actions: 

  • I will increase the regional influence of ISOCARP in Asia and connect planners, planning institutions and universities in regional countries. I propose to organize regional ISOCARP activities which will include planners from other continents.  
  • Based on the large number of urban planning and design projects I have carried out in China, I propose to organize YPP and UPATs, workshops and charrettes. It will support Strengthening the role and presence of ISOCARP internationally, with a strong focus on its members.  
  • I will promote the relationship between ISOCARP and local planning institutes in Asian countries and regions, and establish a good relationship between international organizations and local organizations. It includes the relations between ISOCARP and local government authorities in China. 
  • I will convene and organize a series of Special Sessions at the World Planning Congress. In the post-Covid times, we will be able to organize a Congress in China.

FAs a veteran member of the Society, engaging in ISOCARP UPATS both as commissioner/client and as adviser, actively contributing to the organisation of 5 World Planning Congresses, and initiating or conducting many other ISOCARP activities, I would like to capitalize on my long-standing experience as sustainability planner and serve a second term as board member.  Supporting the incoming SG on needed further governance reforms, I would focus on specific contributions such as the 59th World Planning Congress, specific partnerships, World Urban Forum 2024, fund-raising and advancing the Global Planning Aid initiative that was launched at World Urban Forum in 2018, as a critical tool to mobilize and train the planners we need in both Global North and South to ‘plan the world we can afford’.
