Congress Team
General Rapporteur
The General Rapporteur of ISOCARP’s 2008 World Planning Congress is H. Detlef Kammeier (Thailand). He was Professor of Urban and Regional Planning at the Asian Institute of Technology in Bangkok for 25 years (1976-2000), a reputed international postgraduate institute with students and faculty members from all over the world. Based in Bangkok and in Munich (Germany), he is an independent researcher and consultant with international agencies in Asia and the Middle East, and a visiting professor at the international Urban Management Programme of the Technical University of Berlin. H. Detlef Kammeier was born and educated in Germany, he has been an ISOCARP Member since 1984, and he was one of the Vice Presidents in 1998-2004. His professional and academic experience (reflected in a large number of publications) covers a wide range of subject areas, from regional planning to environmental management, urban conservation, and computer-aided analysis and planning methods. His work has been focused on Asia for more than 30 years, but it also includes several European and African countries. As a research associate of Professor Gerd Albers (one of the co-founders of the Society) in the late 1960s, he has known ISOCARP from its beginnings.

About the Urban Planning Society of China
The Urban Planning Society of China (UPSC), voluntarily incorporated by urban planners across the country in 1956, is the only legally registered academic and professional organisation at state level. UPSC is devoted to organizing international and national academic activities involving urban planning issues, promoting planning knowledge and technologies, providing consulting service to governmental agencies at all levels, publishing planning books, academic papers and other publications, protecting the lawful rights of urban planners, conducting professional development, granting honour and award to distinguished individuals or organisations.
UPSC has four working committees, i.e. organisational, youth, publishing and academic, and eleven academic committees, i.e. regional planning and urban economy, residential area planning, planning and design of landscape and environment, planning and design of historic and cultural cities, application of new techniques, small town planning, overseas urban planning, engineering planning, urban design, city ecological planning and construction, urban safety and disaster prevention planning. The Society’s administrative function stays at the Secretariat with three subordinate offices, i.e. Editorial Department, Consulting Department and Liaison Office.

About Dalian
Dalian is located on the east coast of Eurasia and the southern tip of Liaodong peninsular in northeast China. It is situated between the Yellow Sea (to the East), the Bohai Sea (to the West), the Shandong Peninsular (to the South) and the vast Northeast Plain (to the North). Dalian is located in the centre of the Northeast Asia Economic Circle and it is the marine gateway of northeast China, North China, East China and the whole world. It also is an important port, and a trade, industry and tourism city.
Dalian is surrounded on three sides by the sea and filled with open spaces and green parkland. It is picturesque and has suitable weather that can be considered as clean and vibrant. It arguably is one of the most beautiful cities in China. In the summer, Dalian is one of the most popular cities in China for tourists from China and overseas. It has the honour of being the “north pearl” and belonging to the “top 500 fine circumstance cities in the world”. Dalian is a young city but has grown rapidly over the last century, with the help of German Planners. It has been very successful in attracting investment from China and overseas. Today Dalian is one of the most important port cities in China and its port industry plays a very important role for the economic development in Northern China.
In February 2007, together with two other cities, Dalian was elected to be the “China’s Best Tourist City” by the National Tourism Administration and the United Nations World Tourism Organisation. In September 2007, Dalian hosted “World Economic Forum on Growth, the Annual Meeting of Global Growth Companies (Summer Davos). Dalian has become a renowned city of international influence in the world.

Congress registration fees
Invitation to any of the congress sessions or any other contribution to the congress, except keynote lectures, does not waive the payment of the congress registration fee. This includes also invited authors. ISOCARP does not reimburse travel and/or accommodation expenses, or any other expenses related to this invitation.
Reduced Fees
Registrations with Full Payment until 30 June 2008 benefit from a reduction in the congress fees.
ISOCARP members benefit from a special membership reduction.
Invited non-member authors of selected papers also benefit from a special reduction.

Congress Applicant ISOCARP Membership
All non-member congress fees ≥ Euro 455 include a so-called ‘Congress Applicant ISOCARP Membership’ for a trial period of 10 months starting immediately after this congress. Benefits of Congress Applicant Membership are equal to full membership with the following exceptions: (1) No access to the ‘Members Area’ website (2) Not eligible to ISOCARP Projects (3) No right to reduced ISOCARP members’ future congress registration fees, except when full membership has been acquired. Full membership can be required by application in 2009 and can start immediately after endorsement at the ISOCARP General Assembly in September 2009 provided that the membership dues 2010 are paid between 1 August and 1 Sept 2009 at the latest.

- Notification of cancellation of registration must be sent in writing to the ISOCARP Secretariat (e-mail/fax)
- Cancellations received up to and including 30-06-08: 100% refund (transfer/ handling costs Euro 80)
- Cancellations received from 01/07–15/08/08: 70% refund (transfer and handling costs included)
- Cancellation received as per 16/08/08 and no show: no refunds.
- Possible refunds will be processed after the event.
